The Member States, which were among the first to introduce electronic public procurement have accumulated a ten years’ worth of experience. Traditionally, the leader in the field has been Portugal. Risks and balanced sharing of risks in a project are the key factors for the success of public-private partnerships. How is balanced risk sharing ensured in countries which have a rich practice in the field of public-private partnerships? Recently, however, it can be observed that even in the developed countries wider socio-political risks play an increasingly important role in the projects' success or lack thereof. Is it possible at all to foresee such risks and be prepared for them adequately?

PANEL 5: AN ALTERNATIVE APPROACH TO FINANCING PUBLIC SECTOR PROJECTS: CONCESSIONS AND PUBLIC-PRIVATE PARTNERSHIPS IN COMBINATION with EFSI guarantee AND EU FUNDS
During the crisis, the Member States have faced with a need of consolidating public finances and, consequently, a downturn in public funds for building public infrastructure has been witnessed across Europe. As a response to this challenge, the European Commission prepared an Investment Plan for Europe, which, in terms of building public infrastructure, introduces a shift in its funding from public funds towards public-private partnerships (PPP). The Investment plan for Europe thus introduces a shift in the use of the EU budget from subsidies to financial instruments. Consequently, a single project envisages the combination of diverse financial resources – both public, European and, in particular, private. While such a financial combination is already well known in the Member States which are no longer eligible for subsidies, this logic has been slowly introduced also in countries that still receive considerable structural and cohesion funding. How to combine financial resources to implement a project, what kind of support the banking sector can offer, how to increase the combination of financial resources in Slovenia – these are some of the questions that will be addressed by the panel.

PANEL 6: PUBLIC PROCUREMENT AND PUBLIC-PRIVATE PARTNERSHIPS IN HEALTHCARE
In the framework of the European Semester 2017, the Member States committed themselves to each other to take the necessary measures within the next 12–18 months to address policies or areas considered by the European Commission as the priority ones. Among others, the Commission recommended to Slovenia to adopt and implement proposed reform of the healthcare system and adopt the planned reform of long-term care.. Among others, the European Commission also recommended Slovenia to fully tap the potential of centralized procurement in the health sector. Therefore, health care efficiency has been identified as a challenge in Slovenia. Guests of the panel will share experience of how this challenge has been addressed in Slovenia, how it is tackled in the other Member States, which measures are crucial, how to introduce change, and which are the necessary next steps.

One of the key factors for a successful realisation of public procurement procedures as well public-private partnerships is communication. Communication between contracting authorities and tenderers is essential; however, equally important is also the communication with end-users. The panelists will share its experience on how to properly communicate and above all how to communicate without fear which would help to improve economic efficiency and transparency in public procurement and public-private partnerships.
